<content>if I buy delphi2009 in one country, register and use it in another country, does it breach EULA?I read EULA thru and cant find anything against this. However, I heard region transfer fees were asked by some regional codegear office. Is there any legal ground to charge such fees if EULA is the only agreement between the user and codegear?  </content>
